European Agricultural Funds for Romanian Rural Development

The European Union Rural Development Policy helps to achieve valuable goals for countryside and for the people who live and work there. The investments in Romanian Rural Area can also use Common European Agricultural Funds in all the projects based on European Rural Development Policy (not only structural funds described in my other post about European Structural Funds).
The European funds for rural development are equally addressed to small farmers, farmer's associations, young people, small and medium sized enterprises from the agricultural and forestry sectors,  processing units and local administrations. The beneficiaries will hand in their financing request, then projects will be analyzed, approved, the finance contracts will be signed and then will be implemented the projects.

The European Common Agricultural Funds are encouraging Romanian Rural Investments for increasing the competitiveness of agricultural and foodstuff sectors, environmental protection and social development:
1. European Agriculture Fund for Rural Development (EAFRD) - Fondul European Agricol pentru Dezvoltare Rurala(FEADR)
Under the European Council Regulation (EC) no. 1698/2005 rural development policy for 2007-2013 is focused on three axes:
- Improving the competitiveness of agriculture and forestry;
- Improving the environment and the countryside;
- Improving the quality of life in rural areas and encouraging diversification of rural economic activity.
2. European Fisheries Fund (EFF) -  Fondul European de Pescuit (FEP)
Under the European Commission Regulation (EC) no. 498/2007 and the rules from the European Council Regulation (EC) no. 1698/2005, these funds  can be used to promote a modern, dynamic and competitive aquaculture sector and to ensure a sustainable fishery sector.
The strategic objectives of the Fishery Operational Programme are:
- Modernization and maintenance of a minimum fishing fleet for the sustainable operating of aquaculture resources of the Black Sea
- Development of aquaculture units, fishing in inner waters and diversification of fishing products
- Setting up a basis for the infrastructure development and reorganization of the fishing sector
- Sustainable development and improvement of the living standard in fishing areas.

The funds for rural development are handled by the Paying Agency for Rural Development and Fisheries (APDRP / Agentia de Plati pentru Dezvoltare Rurala si Pescuit) and all applications must be submitted in Romanian (according with the information provided, we are talking about organic farms, production of bio-fuels, obtain and use energy from renewable energy sources, conservation on biodiversity, water and soil protection, rural tourism projects..., but if you are interested by one specific area, you should request information from APRDP staff by the phone 021-3101635 or in writing to the email address ). The National Plan for Rural Development (NRDP) is convergent with Romanian National Reforms Programme (NRP) and with European principles and priorities. For the NRDP were allocated EUR7.5 billions from EAFRD and EUR231 millions from the EFF, these funds being correlated with other European Funds included in Romanian National Strategic Reference Framework (NSRF) 2007-2010.
